Quick answer: Florida has no legal, state-licensed online casino. The only legal real-money gambling app in the state is Hard Rock Bet, and it only takes sports bets. Sweepstakes casino apps are available, but the state is challenging them in court. Offshore casino apps accept Florida players without any US license or player protection.

Florida is one of the largest gambling markets in the US, with Seminole casinos, card rooms and a state lottery. Search for online casinos in Florida, or for FL casino apps, and you get plenty of offers. Far fewer explain what is actually allowed. This guide covers the legal position, the types of casino apps Florida players come across on iPhone and Android, and what to check before you deposit any money.

The list below shows casino apps from our own reviews, with their current welcome offers. Tap a name to read the full app review, including how the app runs in the mobile browser on iOS and Android.

None of these apps holds a Florida license or a license from any other US state. Read the section on what is legal below before you sign up, so you know what protection you do and don’t have.

No. Florida law does not license online casino games. There is no regulator that approves real-money slots, blackjack, roulette or poker apps, and no operator holds a Florida online casino license.

Gambling in Florida is shaped by the Seminole Gaming Compact between the state and the Seminole Tribe. The compact gives the tribe exclusive rights to sports betting, including mobile betting across the state, but it does not cover online casino games. Legal online casinos in Florida would require a new deal with the tribe and new legislation, and neither is on the table right now. A bill in the last legislative session would have made playing at unlicensed online casinos a misdemeanor; it did not pass either.

What is legal in Florida at a glance

  • Online sports betting: legal, but only through Hard Rock Bet, run by the Seminole Tribe.
  • Real-money online casino apps: not licensed in Florida.
  • Sweepstakes casino apps: available, but the state disputes the model in court.
  • Social casino apps: legal, as long as you can’t win money or prizes.
  • Land-based casinos: Seminole venues such as Seminole Hard Rock Hollywood and Tampa, plus licensed card rooms.
  • Florida Lottery: legal, including draw games and scratch-offs from retailers.

Hard Rock Bet is a sportsbook, not a casino app

Hard Rock Bet is the only regulated real-money gambling app in Florida. Because bets placed on a phone are routed through servers on tribal land, it can operate statewide. The Florida version only offers sports betting: no online slots, no table games and no poker. Hard Rock does run online casino apps in a few other states, but those are not available to players in Florida.

Offshore casino apps

Many casino apps that accept Florida players are run by companies based outside the US. They have no US license, so there is no state regulator to complain to if a withdrawal is delayed or an account is closed. Your protection depends entirely on the operator’s own terms and the license it holds elsewhere, if any. We don’t make claims about whether playing at these apps is legal for you. Check the terms, start small and only play with money you can afford to lose.

Casino apps in Florida by game type

What you can play on your phone in Florida depends on the type of app. Here is how it works per game.

Slot apps

Slots are the biggest category on every casino app. In Florida you will see them in three forms: real-money slots in offshore casino apps, slots played with Gold Coins and Sweeps Coins in sweepstakes apps, and free slot apps from the App Store and Google Play that don’t pay out. Most offshore casinos are not in the official app stores, so you play in the mobile browser or add the site to your home screen. Poker apps

There is no regulated online poker in Florida. Live poker is legal in licensed card rooms, many of which sit at pari-mutuel venues. Online, Florida players find poker in offshore apps, in sweepstakes poker apps and in free play-money apps such as Zynga Poker. Global Poker, a sweepstakes poker brand, is one of the apps named in the state’s lawsuit. Compare options in our overview of poker apps.

Bingo apps

Bingo in Florida is mostly an in-person game, played in charitable bingo halls. Online, most bingo apps are social games: you play with credits, buy extra power-ups and can’t win cash. They work well on phones and tablets, but treat them as entertainment, not as a way to win money.

Table game apps

Blackjack, roulette and baccarat are available in offshore apps and in many sweepstakes apps, often with live dealer tables streamed to your phone. Live tables use more data and battery than digital versions, so Wi-Fi is the better choice for longer sessions. See our reviews of blackjack apps for mobile-specific tips.

Sweepstakes casino apps in Florida

Sweepstakes casino apps are the most visible casino-style option in Florida. They use two virtual currencies. Gold Coins are for fun only and can be bought in packages. Sweeps Coins come free with those packages, through daily bonuses or via a free mail-in request. After you play through Sweeps Coins and pass an ID check, you can redeem them for cash prizes. Operators argue that because no purchase is needed, this is a sweepstakes and not gambling.

Florida’s Attorney General disagrees. His office has filed lawsuits against VGW, the company behind Chumba Casino, LuckyLand and Global Poker, and against Stake.us, calling their platforms illegal online casinos. The lawsuits ask the court to stop them from operating in Florida and also target the payment processors that handle their transactions. Bills to ban sweepstakes casinos outright did not pass in the last legislative session, so the matter is now with the courts.

For players, this means sweepstakes apps are available in Florida, but the state disputes the model. Apps can withdraw from Florida, change their terms or pause redemptions while the cases run. Keep balances low and redeem regularly. Our guide to sweepstakes casino apps explains how Gold Coins, Sweeps Coins and redemptions work in more detail.

Social casino apps

Social casino apps are the one casino-style option on your phone that is clearly legal in Florida. You download them from the App Store or Google Play, play slots, poker, bingo or blackjack with free credits, and buy extra coins if you want to. There is no way to cash out, and there are no prizes. That is exactly what keeps them outside gambling law.

They are a good way to learn a game or try a slot on a small screen before you look at anything with real stakes. Be aware that in-app purchases add up quickly, and that some apps push coin bundles hard. Set a spending limit in your Apple or Google account if you share a device with children. Our iPhone casino apps page covers popular free titles that run well on iOS.

Deposits and withdrawals on mobile

Payments show the biggest differences between app types.

  • Offshore casino apps: cryptocurrency is the most common method and usually the fastest for withdrawals. US banks often decline card payments to offshore gambling sites. Expect an ID check before your first withdrawal, and check limits and fees in advance.
  • Sweepstakes apps: you buy Gold Coin packages with a card or other payment methods, and redeem Sweeps Coins by bank transfer once you reach the minimum. Because the lawsuits target payment processors, available methods may change.
  • Hard Rock Bet: as a regulated sportsbook, it uses mainstream payment methods with state-level oversight.

On your phone, use the app’s biometric login if it has one, avoid public Wi-Fi for payments and never install casino APK files from unknown sources. Read more about crypto casino apps if you are considering paying with Bitcoin.

How to check a casino app before you play

  • License: find out who licenses the operator and whether that regulator handles player complaints.
  • Withdrawal terms: check minimums, maximums, processing times and wagering requirements on bonuses.
  • Download source: only install apps from the App Store, Google Play or the operator’s own site.
  • Responsible gambling tools: look for deposit limits, time-outs and self-exclusion in the app settings.
  • Independent reviews: read our app reviews and look for patterns in complaints about payouts.

Frequently asked questions

Is there a legal online casino in Florida?

No. Florida does not license online casino games, so there are no state-regulated online casino apps. The only legal real-money gambling app is Hard Rock Bet, which only offers sports betting.

Does Hard Rock Bet have casino games in Florida?

No. In Florida, Hard Rock Bet is a sportsbook only. It does not offer slots, table games or poker to Florida players.

Are sweepstakes casino apps legal in Florida?

Sweepstakes casino apps are available in Florida, but the state disputes them. The Attorney General has sued VGW and Stake.us, calling their platforms illegal online casinos. Until the courts decide, apps may change their terms or leave the state.

Can I use casino apps on iPhone and Android in Florida?

Yes, many casino and sweepstakes apps run on iPhone and Android, usually in the mobile browser. Offshore casino apps have no US license, so you don’t get the protection a regulated app would give you.

Will Florida legalize online casinos?

Not in the short term. Legal online casinos would require a new agreement with the Seminole Tribe and new state legislation, and neither is currently planned.
